What is tax return?

The tax return is a procedure for calculating the income tax (income tax and reconstruction special income tax) and determining how much taxes you should pay. Not all taxes are automatically withdrawn. In some cases, there may be a difference between the amount of tax already paid, such as withholding taxes, and the tax amount to be paid.

So, the tax return form together with required documents such as various certificates, and collected income and expenses incurred in the year from January 1 to December 31 must be declared from February 16 to March 15 (will change to Monday in the case the date falls on Saturdays and Sundays).  In doing so, the amount of tax to be paid has been finalized, and if you paid too much, the tax will be refunded and returned to you.

Among the foreign residents that will be introduced this time, we talked to two people who are from China after Brazil and are actively interacting with local communities.

First, we will interview Sun san who was a graduate student at Mie University and a representative of a Chinese international student group “Gakuyu-kai”, about international exchange and experience participating in activities that are ongoing in the area.

A: This year marked the 40th anniversary of the Japan – China Friendship Peace Treaty, we participated in the event called “Chiji to Hanasou”, aiming to communicate with the governor, with the support of the Japan – China Friendship Association, the Mie Prefectural Government Office and our group.

Three Japanese students and three Chinese students of Mie University interacted with the Mie Prefectural Governor and talked about their thoughts on Mie Prefecture. Finally, we students ambassadors, international students and Japanese students proposed to continue peaceful and friendly relations in a youth oriented independent way.

There is also the “Wai Wai Gaya Gaya Festa” held every year in Tsu city. Everyone can show off their own national culture. This year was held on November 11th, there was pop-up booth in the village. We brought out delicious items and art items of our own country. We participate every year. There was also opera and folk dance etc.

In another activity, we have cleaned the beach every year from our school and most of the Chinese international students are participating. After cleaning, we receive fish etc from local fishermen.

Q: What is important for Mie Prefecture to become a more multicultural symbiosis society?

A: I am teaching Chinese at the Japan – China Friendship Association’s foreign language classroom. One of my students will participate in a Chinese speech contest, which is a tournament of speeches spoken in Chinese. The content is about multicultural symbiosis.

One Japanese student heard that a Chinese girl will move into class, but she was not interested at first because she thought that they would not be friends. However, after the transfer student came, they became good friends. The first belief that it would be difficult to get along with a foreigner was not right. The student learned about the importance of wearing a colored glass so as not to see foreigners differently.

If you are building a better diverse society, the main point is to actually listen, watch and experience. It is important to interact with foreigners. By doing so, people in different countries can gain an understanding with each other.

Next, we interviewed Sai who lives in Mie prefecture for 20 years, since she graduated from Mie University. She talked about the local events that she participated so far and about the relationship with the school.

A: Our children are participating in local children’s associations. All the parents are also in order, planning and participating in activities.

Every year, there are welcome parties for new students, collection of scraps in spring and autumn, family accompanying travel in summer, and bowling competitions are held in winter.

Through the activities, our children had more communication with children of different backgrounds and the relationships deepened. Since parents also have activities, we can also enjoy while the childrens are having a good time. There is a big event in sports competition every year in our area. Our children are actively participating. If they are chosen as players, they do their best and work hard with team members.

And another thing is, there is a system called PTA which the school teacher and parents cooperate with each other. Parents can go to school and participate in school educational activities.

I was lucky to participate in this activity. I also served as a member of the PTA headquarters and joined the activities with other child’s parents. It is a better way to understand the structure of the school, know how your child is doing at school, and have a good exchange with the teacher. So, it was a very good thing for me. I got a good opportunity to blend into society (by participating in PTA).

Q: Do you have opportunities to interact with Japanese people other than kids activities and PTA? Also, how do you interact?

A: I have a lot. I interact with other fellow moms. We go out to dinner together, talk about the situation of the children and talk about the situation of the school. Also, I invite other moms to the house, we make our own special dishes together and interact. It’s very fun.

Then, the relationship with the neighbors is also very good. My neighbors often share the delicious things they made, and I also give them delicious things I made.

We have a music school at home. Besides exchanging music, we hold an annual new year’s party and parties such as cherry-blossom viewing, barbecue every year and enjoying exchanges.

Nanbu Driving School has been No. 1 in the prefecture for 13 years for having the greatest number of new students each year in Mie. Social Welfare Service Corporation Seizanrikai

Seizanrikai manages 50 nursing homes and other facilities for elderly people and disabled people around Yokkaichi, Kameyama and Nagoya. In 2009, they hired Nikkeijin (Japanese emigrants and their descendants) residing in Japan who were trying to find work as permanent employees. They have been developing their employees by supporting them in obtaining nursing care qualifications.

They currently have approximately 600 nursing staff. 10% of the staff are people from Brazil, the Philippines, Peru and Bolivia. Foreign students attending the adjoining vocational school which they operate are also working part-time for the company.

In addition to foreigners, the company also employs a diverse staff including older people, young men and people with disabilities. To ensure that everyone can participate, the company carefully divides tasks and clearly defines roles (such as laundry, delivery, night shift) when recruiting for the nursing facilities.

I came to Japan from Brazil when I was two years old. With the goal of becoming economically independent, I quit my part-time job and started working at Seizanrikai.

I am currently working at a facility where 120 people with dementia live. Although meal assistance, bathing and toileting are my main tasks, I do not just do everything without asking. We tailor our support to the needs of the people we are caring for. The residents are our elders and respecting them is also central to our work.

Every day is different so I am still not used to the work but I am blessed to have excellent supervisors and colleagues who support me.

In China I was working as a manga translator and doing interpretation. In 2000, I came to Japan, obtained a postdoctoral degree in welfare and found employment at Seizanrikai.

Currently, I offer counseling to the residents and their families at the elderly care facilities and coordinate communication with related organizations such as hospitals and the government. The work is difficult as I am consulted about personal problems that may not have a solution, but I enjoy being able to work with people. It is a job where I get to help others and that is very fulfilling. When you’re working, it’s important to want to keep making things better so I am also working towards improving things at the workplace.

The number of foreigners working as permanent employees within Mie prefecture is on the rise. What kinds of companies do foreign employees work at? What kinds of initiatives are companies using to help for foreign employees take on an active role?

This time, Wu KeXin and Nguyen Thi Xuan Dao, who are international university students in Mie, along with helper Ariyoshi Haruhisa conducted interviews at Asai Nursery, Inc. in Tsu City.

Asai Nursery strives to produce tomatoes with the best taste and highest yield in the world in order to meet the needs of the market and customers. They produce over 1,000 tons of mini tomatoes annually and have established an agricultural model with high profitability.

Q: What is unique about Asai Nursery？

A: Asai Nursery mainly grows mini tomatoes but we do so using a cultivation method different than most growers in Japan. The company uses technologies originally from the Netherlands. For example, we use machines that can regulate the environment of the greenhouse. We also invite consultants from the Netherlands. We are operating while studying the latest technologies.

In that sense, I think you can see agriculture here that you will not find much of in Japan.

While adopting overseas technology, Asai Nursery is also promoting sales and technological development overseas. As this international exchange expands, the company has been recruiting young people from overseas.

Q: Are you increasing the recruitment of foreign employees at your company?

A: One of our characteristics is that we often interact with people overseas. In that sense, we would like to hire some people who can speak English. We are planning to hire someone from Sweden around October. People from other countries are also welcome if they are interested.

Q: What kind of considerations do you give to the foreign employees?

A: There is no special treatment, because we are all members of the same team. You are treated the same whether you are Japanese or a foreigner. However, there are cases where someone might struggle with the Japanese language. I encourage them to not be shy and say whatever they want to say so that we can communicate with each other.

We also asked two foreign employees from China and Belgium on their thoughts regarding their work.

Q: Why did you join the company?

A: I met Mr. Yuichiro Asai, our current CEO & President, at Mie University during my doctoral program. I wanted to work with the latest in agriculture by introducing scientific theories in contemporary agriculture. I thought I could do just that if I joined Asai Nursery.

Q: What is something good about working at Asai Nursery?

A: It has a good working environment. Everyone is very open in communicating with me.  Also, I’m very glad (I joined the company) because it is a workplace where I can make full use of my knowledge and be active globally.

Q: How is your relationship with other employees?

A: There really is no discrimination towards foreign people or Japanese people. It is easy to talk to everyone and we share many common interests and hobbies. We treat each other like friends, like siblings.

Q: What is something good about working at Asai Nursery?

A: Everyone is motivated because they are enthusiastic about their work. That helps me to work hard together with them.

Q: How is your relationship with the other employees?

A: Communication is very important to me. I want to build good relationships by talking a lot with the others.

By incorporating state-of-the-art technology and practicing diversity management, Asai Nursery is a company which is changing the image of agriculture. Employees here are not just working at a farm; they are all participating in research. We can see that the motivation of each individual employee and the communication between the youthful staff is helping Asai Nursery to grow even further.

The number of foreigners working as permanent employees within Mie prefecture is on the rise. What kinds of companies do foreign employees work at? What kinds of initiatives are companies using to help for foreign employees take on an active role?

This time, Wang Juan and Yan Yan, who are international university students in Mie, along with helpers Akamatsu Shigeru and Sugisaki Sae conducted interviews at Nakagawa Denso Co.,Ltd. in Matsusaka City.

Nakagawa Denso hired Vietnamese employees in 2017 and Korean employees in 2018. Vietnamese and Chinese technical intern trainees are also part of the company.

[Interview with President Kawanaka Eisuke ①]

Q: What are your thoughts about the employment of foreigners?

A: There are around 10 to 20 foreign employees working here. We do ask our foreign employees whether they would like to permanently reside in Japan or whether they want to return to their country in the future. However, the company is fine with either choice. We operate in various countries so I think it is good to have people from various countries in our main office in Japan.

We were taken on a tour of the factory at the head office. This factory is responsible not only for the development and design of molds for precision press manufacturing, but also the manufacture and mass production of metal and resin parts, and quality assurance.

They also manufacture parts that are indispensable for automobiles and household electric appliances such as “door closers”, which regulate the doors of automobiles so that they open and close automatically at a constant speed, and valves which control the flow of water in a washing machine.

Aside from Japan, there are also subsidiaries in Korea, China, Thailand and Vietnam.

Q: What is the situation with the overseas subsidiaries?

A: We established the first subsidiary in Korea in 1972. Now, the president of that company is Korean, and the clients are Korean companies like LG Electronics and Samsung.

 I would like to aim for the same both in China and in Southeast Asia. To that end, I think it’s a good idea for employees to come to Japan to train and learn more about Nakagawa. Hopefully there will be employees who can develop into executives.

Q: Is there anything that foreigners and Japanese people should be careful about when working together?

A: When making a product, there needs to be a procedure manual (a document detailing how to make the product). When we have foreign workers, we have to translate the Japanese manual into Chinese or Vietnamese so that they can learn from it. That’s the bare minimum required to work together I think.

Also, the job must always be done with a consistent method and attitude. In order to understand that, the employees must learn Japanese. The same goes for us: we also have to learn their language to make sure there are no misunderstandings.

In addition, Nakagawa Denso provides lifestyle support so that foreign employees can work comfortably.

Q: What kind of support do you have for foreign employees?

A: I am teaching Japanese to employees. They are aiming to pass the Japanese Language Proficiency Test.

This year, Mr. Lee Jin Kyu from Korea joined Nakagawa Denso as a permanent employee. He says his reason for joining the company was the strength of their technology.

A: After coming here and seeing the factory where they make the molds and meeting the staff, I decided I wanted to work here.

Q: Do you have any trouble communicating in the workplace?

A: There are many times when things aren’t taken the way I expected them to be.

But even with other Korean people, the same thing happens. In times like that, I have to make an effort to make things clear or the work will not progress right.

Technical prowess and overseas expansion… Employees striving to make use of their potential… A company that creates a productive working environment for its foreign employees…

At Nakagawa Denso Co., Ltd., we were able to see a company that does this, which is developing by building strong relationships with its employees.

According to statistics (2015, 31 Dec) there are 41,625 foreign citizens living within Mie Prefecture. By nationality, Brazilians are on the top, followed by Chinese and Filipinos.

In order to help in the matter related to multicultural living, some citizens of foreign nationality join actively in several events and activities.

In Suzuka city, a Brazilian of Japanese descent, Ms. Matiko Hayashi, has been joining voluntary activities for 9 years. She works in a council at Makita Chiku Chiiki Zukuri Kyogikai and joins actively in activities for the residents in the community.

1. What are the community activities you have been performing?

“Here in Suzuka neighborhood we have several activities, such as the Benten’yama Matsuri that will be held this month, at Hunter.

There is also the Wai Wai Haru Matsuri in April. In this event we hold several learning activities, such as Japanese games and toys to introduce them to children in general and foreigners because many of them doesn’t know some of these games.

And in another one that is held every year in August, the Ikada Nagashi, but this year it was not held. In a specified area of Suzuka River we produce polystyrene or pet bottle rafts for the participants in general, both Japanese people and foreigners, can use them together and enjoy this event.

We have monthly meetings to discuss about these events and they are held on Wednesday of the month. During these meetings we discuss about the events in the neighborhood, as well as in other locations where we can join voluntarily, giving support or in other ways.

2. Why do you join this community activities?

“I join them because I like to make friends, I really like to make friends. Japanese, Brazilian, Peruvian, foreigners in general. I do join these activities because Japanese people living in the neighborhood are kind to us. They greet us, talk to us, even when they meet us at supermarket, at department stores, they always talk to us and greet us. And for me it is important, this friendship, this connection”.

3. Do you recommend foreigners to join these community activities?

“Yes, I recommend. Because is nice to make Japanese friends, because there is an exchange of knowledge. I myself can show them how to prepare Brazilian food, some words in Portuguese, they also teach us. This exchange is very good, it is valuable. This is the best award I have on this connection and friendship.”

We also talked to the vice leader of this council, Mr. Nakagawa Satoru.

1. Tell us about the activities carried out in Makita neighborhood.

“Within Makita Chiku Chiiki Zukuru Kyogikai, there is the multicultural group, in which Ms. Matiko Hayashi is in charge. She is the key on the part related to the community interaction, performing the role of mediator among adults and Japanese children and foreigners. This is Matiko’s activity.

2. If you have some message, feel free.

“Instead of my role in this organization, but the fact Ms. Matiko Hayashi to be in charge for the multicultural group, foreigners living in Makita neighborhood now greet Japanese people on the streets or in another location in the town. The fact we greet each other brings tranquility for both parts, avoiding to emerge that doubt on who are the people. And what we can do is always talk to people, because our slogan is never pretend we don’t know people.

In Tsu city, we will introduce a study group of Japanese language, Ganbarukai, created through the hope of two Brazilian women. And today we will introduce one of them, Leonice Tanaca. Weekly, since 2005, she has been helping and encouraging Brazilians to study Japanese. In the 2008 financial crisis, the group received many Brazilians searching for Japanese learning because they realized the work market gives more value to those workers who understand more Japanese.

“In the beginning, this friend of mine called me, 10 or 11 years ago Brazilians found the life difficult here in Takachaya because they faced hard times with Japanese people regarding garbage dispose and other things. Thinking on all the hard times I passed through when I arrived in Japan, when I knew nothing, when I was not able to communicate to anybody, when I understood nothing about their culture, costumes, so I thought I could contribute some way. This way we kicked off Japanese classes.

1. How the classes are performed?

“During the classes we don’t use a workbook or something like it, we don’t follow this style. But in the beginning there were only Brazilians and they were just in search to practice conversation, they wanted to learn to communicate to Japanese people, so until today the differential in our Japanese class is it, here we leave everyone feels free, the person comes and tell us what wants to learn.

Formerly, I mean 10 years ago, we didn’t have so many interpreters inside schools, the number was tight. And people faced many problems related to notices they used to receive from school, from city office, from everywhere. So, they brought them here and we solved together, and until today we help in filling out a curriculum when someone asks us to, teachers help them too. Not only me, but everyone working here, we believe that if a person learns more about the culture and costumes from the country he/she lives, for sure this person can live better.

2. Do you think is important to foreigners join community activities?

“I find it very important, but we know how hard is the life for foreigners here. The workload is long, so it is difficult for them to join an event, but there are several ones being held on Saturdays and Sundays. If they are able to join a little bit, they don’t need to help to organize anything, but just to join the events I find it is very important. Because for me, my slogan is if you don’t know something, you need to look for and learn it because acquiring knowledge on that you don’t know, for sure the sociability with all will be better.

The classes have the participation of volunteer Japanese teachers, helping students in learning. Group’s coordinator, Mr. Tono’oka, is one of the people in charge for this volunteer group.

“There are many foreigners in Tsu city. I think that for foreigners can live together alongside Japanese people and they need a place where they can comprehend each other mutually.

Is the voluntary participation of foreigners important for the Japanese society?

“Yes, I find it is very important. In order to live together alongside foreigners, Japanese people also need to know their difficulties, what kind of help is necessary to live easily within the Japanese society. In addition to a place where Japanese people can have access to this information. Here at Ganbarukai we have the collaboration from many Japanese volunteers, and if they have this awareness, they can pass it to their acquaintances and it is very important because we can create a place where everyone can find safe and tranquility.

Foreigners living in Japan are part of the community and are member of the society. Work in groups that hold volunteer activities for the community will make the integration greater, promoting the mutual comprehension and helping on the creation of a multicultural society.

How about join the volunteer activities and events being held in the neighborhood or in the city you live? For sure you will make new friends. Surely, attitudes like this will help to create an environment where the living between Japanese people and foreign residents will be harmonious.

The volunteer fire brigade is present in every cities and works along with rescue teams in the case of fire or other natural disasters caused by flooding or typhoons. In ordinary days, they undergo disaster prevention trainings, give orientation on first aid, in addition to awareness activities on fire prevention. Volunteer firefighters are local public employees performing a special and part time role, in addition to other works and formation. In the case of natural disasters they leave their homes or workplaces to work in order to help the community.

Most volunteer firefighters are residents in the neighborhood, and by the fact they know all about the area they live and are able to arrive in a place before the firefighters or rescue team to carry out the first aid in an emergency case.

In the 2016 New Year Yokkaichi city firefighters event, Mr. Cesar Nouchi, a Peruvian citizen residing in Japan for more than 20 years, received a certificate of appreciation. For over 3 years, he underwent trainings and strived in order to help the community.

The certificate of appreciation was delivered by the volunteer firefighters’ leader from where Cesar takes part.

The leader of this corporation, Mr. Ichikawa, spoke about the activities carried out by the volunteer firefighters.

“Volunteer firefighters must work in the case of fire, as well as activities on natural disaster prevention on the region, preventive trainings and first aid and other related activities”.

What are the requirements to become a volunteer firefighter?

“In each neighborhood there is a limited number of positions, and in the absence of one of them, the citizen can apply with the leader of each neighborhood, or talk directly to me for proceedings.

What is the importance of a volunteer firefighter?

” The importance is to carry out trainings on disaster prevention and the first aid course to help local residents”.

Mr. Cesar Nouchi spoke about what were the reasons that led him to become a volunteer firefighter and about the certificate he received during the event. He also spoke about how important is the participation of foreign citizens in the neighborhood activities.

“In Yokkaichi city, we lived in a neighborhood in which there were many elderly people, and as the apartments were owned by prefecture, a few young people lived there. My family and I always met the rules related to garbage,  took part in the daily tasks, cleaning, patrols, in several neighborhood activities. Neighborhood coordinator, known as Kumicho, always observed us, helped us, and one day she came to my house and talked to us and my mother, and told us that they wanted me to take part of the firefighter department, I mean, in order to become a firefighter and help people. They were looking for someone responsible, able to assume this responsibility, since it is not everyone that can do it. So, I decided to take part of it, since we live in the neighborhood, I accepted the proposal.

How was your training?

“Regarding the training, we from the volunteer firefighter department, have some interesting ones, in which we take part every year on competitions with other volunteers from the neighborhood. We carry out trainings 1 month in advance, and we train every day to try to win the prize. The assessment is based on agility, effectiveness and technique, therefore undergoing a self-training and obtaining our agility, effectiveness and above all the coordination of body members.”

Have you took action in any situation?

“There were about 5 fires near our house, during a 4- year period and, one day, when we were on the train, a woman fell to the ground and started shaking, it seemed she was having an attack, frothing at the mouth and, due to the training I had on the firefighter department, the only thing I thought was to insert a cloth on her mouth to avoid her to bite her tongue and suffocation. And, thanks to God, as we arrived in the next station, the ambulance was already there. After some days, people were there on the day let me know the woman recovered and were alive.  And, as I always used to take the train in the same hour, in the next day, when I get into the car, many Japanese applauded me, and I’ve never saw that, for me it was a unforgettable experience and I am proud of taking part of this department.”

Today you have been honored, what did you feel?

“I really don’t know how, I have no words to thank. I was given an appreciation signed by the major of Yokkaichi city, it is a honor for me. I am really happy by being able to contribute with a little of me.”

Could you let a message for foreign residents in Japan related to this activity of being a volunteer firefighter?

“Yes, sure. This activity carried out by volunteer firefighters is very interesting, not only for the Japanese community, but also for our families, friends, for everyone next to us, for our children. And it will be very useful when we return to our countries. And my message to all foreigners is that the young people have to enjoy. I also want to let a message that we are no longer the dekassegui community, that came to Japan to save money, go back and make something in our countries. Our community have lived in Japan for many years and I believe this country gave us work, respect, opportunity and now it’s our time to pay them back. I believe we are no longer visitors in this country, we live as Japanese people live and we already take part of this society. Thank you.”

What is My Number?

“My Number is a number consisting of 12 digits that will be given (notified) to all those with household registration in Japan. It is a system that will be used in social security, taxes, as well as in cases of natural disasters, aiming a fair and equitable society. With the individual number, citizen’s information that were divided and recorded in several government bodies, will be unified and easy to consult, with the merit to ease up the procedures related to the government”.

Where My Number will be used?

“My Number will be used in the procedures related to retirement, health insurance, unemployment insurance, aid for subsistence, milk grant benefit, as well as in the procedure of tax return and other fiscal procedures. In the procedures related to taxes and social health insurance, the individual number may be requested by the employer and bank branches.”

When citizens will be notified on their individual number?

“Notification containing the individual number of the protocol will be delivered between October 20 and the end of November at the address registered with local government via registered mail. Those who prefer, the issuing of My Number Card, with photo like this, may be requested from January 2016, in the local city hall.”

How to proceed in the case of not receiving the notification?

“Citizens who do not receive the notification even after the end of November must contact the information desk of the local city hall.”

What are the procedures for issuing My Number Card?

“It can be requested for free through mail by sending a request that will be sent along with the notification. It is also possible to make the request via internet. Once My Number card issuing is requested, either the notification or protocol must be returned.”

What are the precautions should we take on My Number Card?

“The front side of My Number Card can be used as a document of identification in several fields. However, the individual number will be registered in the back of the card and this side must not be copied except for bodies determined by the law, therefore everyone must be careful with it. Be careful not to give your individual number for other people.

Lately there have been several cases of larceny. No government body will contact citizen in person or by phone requesting the individual number, so be careful with this as well.”

How to proceed if we lose My Number Card?

“If you lose the notification containing the protocol or My Number card, contact the information desk of the local city hall for reissuing.”

How to proceed in the case of changing the information registered on the card?  (name, address)

“When changing the name due to marriage, or change of address, contact the local city hall information desk and proceed with the formalities for the renewal of the information registered on the card.”

Several projects with positive results carried out in Iga city have been introduced in the discussion panel, as the insertion of trained teachers to help foreign students and interpreters giving support on the city hall.

Mr. Tamura Teruyuki is the former president in the Council of Ota’s Residents Associations, and during the discussion panel he cited about gymkhanas and activities carried out to help on the multicultural integration.

“The engagement of foreigners regarding the activities carried out in the neighborhood is very important. There are some difficulties like the one with the language, but the fact foreigners attend the events it is possible to have an interaction between the hearts.”

“Kokoro no Kouryu” – as cited by Mr. Tamura, is a key point when we talk about multicultural integration.

Mr. Masnum Sumaedi, from Indonesia, whose wife is Japanese, spoke about his dedication on integrate into society.

“I help my older friends to watch the farming. I prepare some Indonesian dishes for everyone to learn more about my country. And I also play futsal with people from Brazil, Peru and Japan.”

Ms. Ochante Rosa is the itinerant advisor for foreign students and has a great experience with young people. She talked about the importance of the information in several languages.

“In Iga city there are restaurants from several countries. If the menu of these places is written in a foreign language it will be easier for everyone. As well as seminars on multicultural interaction like the one carried out today, if there are interpretations in foreign languages the participation of people is easier.”

Mr. Funami Kazuhide was the moderator of the panel discussion, technical advisor from Iga Nihongo no Kai group. The most important subject of this discussion panel has been the multicultural interaction, and we asked the moderator what are the most important challenges in building a city of multicultural interaction.

“I think people who look for and attend seminars like this one have a high level of awareness. And the great challenge is to know how to disclose events in order for other people attend them. If we do not work together, it is not possible to build a city of multicultural interaction.”

Projects related do child education are an important way to boost multicultural integration of a city. These young people, if they are provided a quality learning, will build a true multicultural society in the future.

“My intention is to keep elaborating and showing new opportunities, either for young people from Iga or young people from all over Japan, mainly those ones who have ties with foreign countries. And also lead them in how to proceed in order to not miss these opportunities.”

In order to help these people who wish to work in subjects related to multicultural integration, the city of Iga is organizing a “Training Course on Supporters of Coexistence in Multicultural Societies”, and the application is available until July 9th. The person in charge of Shimin Seikatsu sector of Iga city hall, Ms. Tsukii Atsuko, gave us more information about this training course.

“This training course will work with two people, one from Japanese nationality and other from foreign nationality, and together they will elaborate information on the foreign country from one of the integrants, forming a box for presentation. Through this activity, the foreign integrant of this duo will have the opportunity to speak in Japanese and review the concepts about their countries.”

Next, this duo will take their knowledge to schools and to community to put into practice the work on multicultural support.

Building a city of multicultural interaction is not an easy task. But, if everyone joins in with a common goal, we will be able to get along the differences and obstacles to create a better society for our families.

Being well-informed on culture and traditions of the region we live can ease up the beginning of a good relation of friendship between neighbors. For example, in Japan, when we move into a new neighborhood, it is customary to take a small souvenir when making the first greeting visit to the neighbors.

Let’s learn how we should do in the first greeting visit to Japanese neighbors?

– In the case are we invited to get in the house of a Japanese? Let’s learn how to proceed?

*Place the tip of your shoes toward the door. And while setting the position of your shoes, be careful for not place your back to the host person, since it is a rude gesture.

– Talk about daily matters, talk about the weather, travel and your home country.

Among foreign residents there are also the ones who maintain a good relation with their Japanese neighbors. They live together and try to learn commonly with the cultural differences. We heard a report from a Brazilian family living in the city of Suzuka.

Humberto: “We have a good relation with Japanese people, although I am not good in Japanese. And I am able to understand them. They always help me when I need and they also help my son.”

Cristina: “Sometimes we receive letters written in kanji and some of them we take to our Japanese neighbors and they help us, they explain the content, they help us how to proceed, without asking they to come they come to our door to see if we need something. They are helpful. It is important because everyday you meet them, in the morning, at the time you are leaving to work, we have to greet them, we need to have a good relation with them because you have a daily contact with them, there are some things we have to do in the neighborhood, so it is important because it makes us feel better. Living in a place like that, where everyone get along, there is friendship.

Humberto: “I like my neighbors very much, they come here, talk to us, and even to me who don’t know Japanese they are so kind.

Keeping a good relation with people from where you reside is very important. Through a good relation with your neighbors they will be able to help you in case of emergency, and through a mutual understanding on the language and traditions, they will be able to help you on cultural activities in the neighborhood.

Many foreigners avoid a relation with their Japanese neighbors due to lack of knowledge on Japanese culture. But, how about trying through a smile or a gesture of willingness in some activity? It can be a good pretext to start a good relation with your neighbors.

In the first part of the seminar, Mr. Kawakita Hideo held apresentationwhere he gave very important information in order to the participants think about on future of Japan. Japan is facing a problem on the growing number of elderly.And the solution for that problem is a challenge for all the citizens.

“If Japan keeps the same production and service in great scale, with the current number of Japanese citizens, I believe it is hard to keep this same economic situation. Therefore, the same way is being now until the next 70 years, it will be necessary to increase even more the exportationof products in order to offer support to Japanese economy. So far we were able to server foreign customers, but I find it will be increasingly necessary that foreigners perform along with us in product marketing and services”.

In the second part of the seminar, a discussion panel was held by 4 entrepreneurs and representatives from Aichi, Gifu, Mie and Shizuoka organizations, who have foreign employees. The participants of this panel spoke about the experience of working with foreign employees from several nationalities.

“Nowadays foreign employees are hugely necessary. They are joyful and have something that Japanese do not have. We have about 40 foreign employees working with us, and I find it was worthwhile to hire them”.

“If compared to Japanese, they have a different way to work because their intention is to bring happiness to people. We work with elderly care and in this kind of work we need to offer good moments for elderly people, and we could learn a lot by working with foreigners. Think about a way to offer more happiness to people, it was a great learning. It’s fun!”

All the representatives from companies and organizations have great expectations regarding the future along with foreign workers.

“Our employees are South Americans and we have been working with foreigners for about 6 years, some of them have already become leaders in companies’ divisions. We wish more people reach a good position and receive a good salary. We aim to hire more foreign workers. I find it would be great if the number of foreigners who reach leader positions increases”.

“The workplace needs to be suitable for foreigners, I mean, we need to offer work options in this area of elderly care, so they can work in an active way. We employers need to give the first step to offer a workplace, make the environment more suitable to foreign employees”.

“If in 2020 or 2030 companies’ representatives are all Japanese citizens, for example, if they perform in Mie Prefecture, I mean, only within Tsu or Ise cities,there will be no problems, but if several foreign tourists come or if they wish to commercialize a product to other countries, it will be necessary to promote this product in the market in a fast and accurate way, and it will not be possible if employees are only Japanese. When a product targets the female public, it is necessary the presence of a woman, if it is targeting the children public, it is recommended to collect the opinion from children, therefore, if the intention is to commercialize something  abroad in order to people from other cultures use your product, I find necessary the participation of employees from foreign nationality.

“There are many foreigners that are already integrated in the society, and Japan needs to ease immigration rules to allow more foreigners enter in Japan, thus easing up mutual integration. Let’s make our best, all together!”

For many years, people come to Japan to work for a short period and here they met companies, public bodies and even stores that had interpreters to help those who were not able to speak Japanese. Today the reality is different and foreign workers are living in Japan for longer periods.

“Before Lehman Brothers financial crisis there were a number of jobs where there was no need to speak Japanese. Moreover, after the financial crisis, many Japanese lost their jobs, and more than a half of the foreigners became unemployed. Then, to find another job, Japanese comprehension became necessary. Nowadays there are more job opportunities, but, even so, it is necessary a given level of Japanese comprehension when looking for a job.

In order to help foreign workers, there are a number of Japanese language groups in Mie that count on volunteers and experienced professionals to help foreign residents to learn the language from the country they live.

Being able to speak Japanese, a citizen of foreign nationalitywill have many benefits such as better jobs, besides it is very useful in daily routine in Japan.

“In Japan there are many kinds of services, but to make use of them, people need to seek ways to have information, and it is also necessary to apply in person to be able to receive each one of the services. Regardless of the service being from municipal, state or national government,the transactions are the same. Therefore, it is important to speak Japanese to have information, in order to know if it is what you are looking for and then carry out the necessary transactions. Besides government’sservice, being able to communicate to Japanese who are close may become your daily routine more enjoyable, and the information will become more accessible, thus, learning Japanese is very important”.

In Japanese languageclassrooms there are a number of volunteers, people who leave their personal activities to help foreign citizens to learn Japanese and they also help in other aspects.

“Sometimes people leave their family at home to be here. The hard times I had in the past for not speaking Japanese lead me to help other people. We here help people to learn Japanese, in order they have answers for subjects in their daily routine, because they really bring their doubts here, for example many people, formerly, used to throw away important notices they received from city hall, then, we here started to ask them to bring that notices here, so that Japanese read them, so that Japanese volunteer see those notices, to see what was the real importance of that papers.”

There are Japanese classrooms inquite every city. In order to learn if there is a group next to you, the first step is to consult the city hall from where you live. It is also possible to have information on NPOs that help foreigners. If there is a volunteer group that teach Japanese next to you, at this place it will be possible to learn Japanese and receive help regarding language learning for the whole family. However, for learn Japanese it is necessary effort and dedication, but from the time you learn it, life in Japan becomeseven more enjoyable!

“I have always worked in child educational area and I believe it is important for children see their parents striving by studying Japanese, even being a difficult language to learn. Then, they are distributed to a number of organizations who are also related to the Social Welfare Council, groups who give support to foreigners, schools, among others. After that, we carry out food selection and make the food reach the families who are in financial need, and we know who are in financial need. There are groups who take the food to the families and there are families who come here to pick up food. These groups are formed by foreigners, as well as Japanese. There are Japanese families who are in financial need, have no food to eat, and the groups give this support and make the food reaches them.

The NPO Tsutamaru is located in Iga city, which has a population of 96 thousand people and approximately 4.4% are foreign residents. Within Mie Prefecture, Iga city has the highest percentage of foreign residents.

“Excuse-me, good afternoon. Is here NPO Tsutamaru?”

1. What is NPO Tsutamaru?

“Twenty years ago, I lived in Indonesia and, that time, I was a foreigner, facing difficulties on local language, and much more hard times when I was sick. After returning to Japan, I realized that in Iga city there were many foreigners coming from different countries. I thought in which way I could help them and I had many friends who also lived abroad, so, we gathered in 20 people and started our work in 1999.

2. Currently, which activities are carried out by this organization?

“Today we have our own office and we provide several kinds of service, always aiming to promote multicultural awareness. Multicultural awareness is not just to help foreigners, but also helps people who live together with them to have the initiative to keep a good relationship or even governmental bodies, such as city halls, to start thinking about transmitting useful information, such as public support system, among others. We provide these and others kinds of support to foreigners in order to become our city in a nice place where there is a multicultural awareness.

3. And what is the purpose of such assistance to foreigners?

“The fact we live together with many foreigners and see them struggling to live in our city, facing difficulties to understand Japanese language or because they do not have any knowledge on some government support system, I believe it also involves all of us. So, if we teach something related to a language, related to some public support system, bridging the gap between government and foreigner bodies, they will feel good and therefore all we will be. This good result will strength our city. Our activities aim to help foreigners, since their vigorous presence brings strong benefits to the city.

4. Could you tell us about the activities aiming foreigner residents?

“The most difficult thing for foreigners who come to Japan is Japanese language. Here in Tsutamaru we have Japanese classes, both individual and group. If someone is interested in learning Japanese language, please contact us.

Also, there are people who are interested in Japanese culture, within the courses we do, like “mazikushi” course, the one most in demand. We teach in a very simple way in order people can prepare them at home easily. We also carry out the “bentou” course. There are many people enrolled in courses related to food.

We also provide interesting courses on how to make tax refund, as well as explanatory lecture on garbage classification, among other Japanese rules.”

5. And which are the available services and support to foreigner residents?

“Our mainly services are on translation an interpretation, mainly for foreigners who need to translate birth or marriage certificates to renew their visas.

For those who need to go to a hospital, we also provide translation service in medical field. It is not costly, so, if you need this service is just to call Tsutamaru. We also provide service on translations at schools. In meetings on school bulletin delivery, for parents who wish to know if their children are doing well in studies.

Besides helping foreigners in everyday life difficulties, when you do not know the content of a report, when you have any doubt, when you do not know where to consult, we are able to clarify any doubt here in the office. We have interpreters who speak Portuguese and Spanish.

6. Here in Mie Prefecture, are there other entities providing the same support and that carry out activities like the ones performed by Tsutamaru?

“I believe that like in Mie, there are several NPOs in Japan, but I cannot say there are entities everywhere, so if you have any doubt, you can search by city halls in your cities, or even here in the same prefecture at Governmental Headquarter or even at Tabunka Kyousei-ka (multicultural integration division) located at Ust- Tsu Building.

7. Tabunka Kyosei is a very used expression at present. In your opinion, what is the importance of multicultural integration for a society?

“In Japan there are about 2 million foreigners and many of them intent to live here for life, and we also may refer them as immigrants. Since we live in the same place if there is not a multicultural integration, both sides will lose. And, looking at the world, where there are several information about different cultures and the society is globalized, only Japan will stay behind. I think it is necessary to make the multicultural integration, otherwise we will be behind in several aspects.

8. Could you please leave a message to foreigner residents?

Mrs. Kikuyama Jyunko

“Hello, everyone! Do you enjoy your life in Japan? If you are discouraged, enjoy the opportunity to study Japanese. Learning the language, you will surely have double or triple satisfaction.

If you all feel satisfied living here in Japan, I would be very happy in make something to society along with you. I count on the collaboration of all!

I would like you, by learning Japanese, are able to enjoy Japan even more.”

“I see foreigners as my partners, I even consider you as brothers, so I would like to struggle with you for the future of Japan. For that, it is necessary for us to get closer even more, I would like you to learn Japanese language and also teach us more about your culture, I want to struggle with you all!

On number of foreigner residents, Mie Prefecture is the third largest in Japan. Many of these residents do not speak Japanese fluently and, many times, they do not know where to get support when have questions related to children education, government subsidies, among others.

Organizations like NPO Tsutamaru, that help to intermediate relations between Japanese society and foreigners, help in the integration within local communities.

The term “Zainichi Burajirujin Issei ”means”first generation of Brazilian resident in Japan “. According to Professor Angelo, this is a strategy to conveyJapanese people that we Brazilians are also members of Japanese society.

During the lecture, he quoted some interesting information regarding the behavior of Brazilian community resident in Japan. He mentioned the “Nippon Gambarou” movement (“Let’s strive together, Japan”) after the Great Earthquake of Touhoku region.

We conducted an interview with Professor Angelo Ishi, in which he tells us about the concept of foreign residents behavior, and, to finalize, ProfessorAngelo leaves a message to everyone residing in Japan.

“I usually present myself as a Japanese descendant of third generation, but for some time now, I present myself strategically using the term” the first generation of Brazilian resident.” This means that everyone from Japanese society who hear this way I present myself will understand as “Ah, rightly, Angelo is not a visitor, but a person who has the desire to follow always struggling within Japanese society.” So, I will follow with this call.

And not only me, but all Brazilians and other foreigners residing in Japan, should present themselves the same way, showing that you are not just a visitor and call onto include you as a member, a partner from the same team Japan. ”

Q. Is the exchange between foreign and Japanese residents being conducted?

“In the current situation, unfortunately, we cannot say there is an exchange, understanding or awareness. This means that many foreigners residing in Japan are still in doubt between returning to their home country or staying here, but beyond that, there are few Japanese who have a decisive vision to include foreigners as people who are willing to struggle with them for Japan, although we are in the 21st century, in 2014, in an era of globalization. And these few Japanese are often at the top of many industries. This is how I analyze. ”

Q . What foreign residents can do to get better integrate and increase this multicultural integration?

“We do not need to get too tied up in this discussion on TABUNKA KYOUSEI, which is the multicultural society, if it is a valid concept or not , or if the word integration is good or not, in other words, we do not need to extend the discussion on anabstract and inaccurate subject. So, we can first, in every opportunity available, we should send a clear message, either to a Japanese friend, or to the leader of the association we belong, I mean, to our boss, send a clear message that there is a possibility of you, of us, end up staying here for life, it does not need to be a certainty, no one needs to be sure of anything in this so complicated world we live, but we have to make clear that there is this alternative, there is this option, the possibility that we end up staying here for life.

Why do we need to clarify this? Because making it clear, the way that this Japanese counterpart is looking at us is going to change. If this counterpart still has doubts, for example – I wanted to offer a better position for such person, but this person is a foreigner, and some day may go back to his/her country– in other words, it is hard to have a 100% of expectation in relation to a foreigner compared to a Japanese citizen, so, this has been an obstacle to the rising of many foreigners here in Japan. So, we have to eliminate in every way this cloud there is in the Japanese side, I mean, we have to clarify it– Look, I’m prepared and there is a chance I stay here for another 50 years, even die here. – Even if it is not your certainty, this can make the person to offer you a deal that before was not about to propose, propose you a promotion that might not happen if the person were in doubt whether you would be a long time here in Japan or not, finally, it may happen in all situations even in loving and sentimental ones, right? A person who was in doubt if should go a bit beyond on a date starts to look at you with other eyes, finally, it happens in all situations. ”

To finish the interview, I would like you to leave a message.

“As a Brazilian resident of the first generation, I would like to ask everyone to include themselves in the same team, in the more than 2 million foreigners like me, who resides here in Japan and have the same knowledge, in order to Japanese society does not see us as a problem, but as a globalized workforce, as a valuable treasure of human resources. I would be very happy if they all see us in a more positive way. “

Satsukawa Leo: This is Leo from the Mie Prefectural Government’s Multicultural Affairs Division. Governor Suzuki, thank you for agreeing to speak with us today.

Suzuki Eikei: It’s my pleasure.

Satsukawa Leo: Getting right to the point, what can you tell us about the announcement put out by the Ministry of Foreign Affairs regarding the easing of visa requirements for Brazilian citizens?

Suzuki Eikei: When the Prime Minister of Japan Mr. Abe went to Brazil and spoke with President Roussef, he announced plans to ease visa requirements for Brazilian citizens traveling to Japan in a joint statement. Until now, Brazilians needed to request a tourist visa before each visit to Japan, now, with the new multiple entry visa for Brazilian citizens, they will be able to visit Japan as many times as they like for a period of 1 or 3 years.

The initiative to enact this policy started when I was in Brazil in São Paulo last year celebrating the 40^th anniversary of sister region relations between Mie Prefecture and the state of São Paulo.

While I was there, I spoke with members of the Association of Mie Citizens, as well as with Brazilians of Japanese descent, who asked me to support the easing of visa requirements for Brazilian citizens so they could more easily interact with their homeland. When I returned to Japan, I promptly spoke with Minister of Foreign Affairs Fumio Kishida; Minister of Justice Sadakazu Tanigaki, who is in charge of visa sector; Chairman of the National Public Safety Commission Keiji Furuya, who works closely with the police; and Senior Vice Minister Taro Aso, who serves as the current Chairman of the Japan- Brazil Parliamentary League. Tsu City Mayor Yasuyuki Maeba joined me in my proposal, and we had support from representatives of Kumano, Yokkaichi, Suzuka and other cities in Mie with strong ties with Brazil.

With everyone’s help, I am pleased to say that we were able to enact this policy within just one year. I am sure that this will have a positive influence on future exchange between Brazil and Japan.

Satsukawa Leo: I see. I certainly hope that the number of Brazilian visitors to Japan will increase as a result of this policy change.

Suzuki Eikei: Definitely. This easing of visa requirements will be very influential in that regard.

Satsukawa Leo: What changes do you envision will occur as a result of this policy change?

Suzuki Eikei: When I was in Brazil to celebrate 40 years of sister region relations between Mie Prefecture and the state of São Paulo, I signed an agreement alongside São Paulo Governor Alckmin to deepen exchange in the fields of environmental work, education, tourism, trade and industry. I believe that this new policy will positively affect all five of these areas, but I think the largest impact will be in tourism due to the increased number of Brazilian visitors to Japan. In fact, Brazil is the country that has shown the largest increase in visitors to Japan, second only to Thailand. The increase in visitors from Brazil to Japan was already high before this policy, and this visitor-friendly visa policy will probably result in a sharp increase of visitors. .

Satsukawa Leo: That sounds wonderful. Are there any places you would recommend for visitors to Japan?

Suzuki Eikei: In Mie Prefecture there are many sightseeing attractions, but if I had to mention three in particular, one of them would be Ise Jingū, a Shinto shrine complex with 2000 years of history. The Shikinen Sengū, a ceremony where the shrine buildings are faithfully reconstructed in an adjacent lot, has taken place every 20 years at Ise Jingu for 1300 years. I recommend a visit there to anyone looking to experience the Japanese tradition.

The second attraction is the one we promoted when we went to São Paulo: the ninja in Iga. Since Mie Prefecture is the birthplace of Iga Ninja Clan, visitors can borrow ninja costumes, and try their hand at ninja training, like shuriken (ninja star) throwing.

And the third one is where the hero of the racing world from Brazil, Ayrton Senna, raced the F1 Grand Prix: Suzuka Circuit.

There are other several tourist destinations, but these three are the ones I most recommend.

Satsukawa Leo: I see. By the way, if Brazilians or other non-Japanese need information about tourism, where can they find it?

Suzuki Eikei: There is this DVD, with tourism information that has been produced in Portuguese, as well as the Mie Info website, that offers tourist information. The Mie Tourism Guide also has a website in Portuguese. There is a variety of other ways for visitors to obtain tourism information, such as pamphlets, DVDs or through our various websites.

Satsukawa Leo: To conclude, do you have any final words for Brazilians and other non-Japanese residents in Mie Prefecture?

Suzuki Eikei: Our successful bid to ease visa requirements for Brazilian citizens was thanks in large part to cooperation from citizens and residents of Mie. Along with Brazilians and other non-Japanese residents in Mie Prefecture, we are building a society where Japanese and non-Japanese can live side by side. This is thanks to the tireless efforts of Brazilian and other non-Japanese residents in their communities. Their presence and work in the community has fostered favorable attitudes towards Brazil and other countries, and encouraged the Japanese community to deepen relations. This in turn led to the policy change we talked about today.

Many Brazilians and other non-Japanese residents may experience difficulties related to medical care, education, natural disasters and day-to-day living. If you do, I hope that you will approach the citizens of Mie for help, since we are glad that you are here and look forward to living and working with you in our communities for a long time. We hope that you will have only good things to say about Mie when you talk to friends and family back home!

The stories told on the day of donation will be part of the collection of MieMu, the Mie Prefectural Museum. The 3 sisters were born in Brazil and, as children, came to Japan for more than 70 years. They told stories of the time they lived in Brazil.

Their parents left Japan and arrived at the Port of Santos in Brazil, and later went to live in São Paulo, in the city of Bastos. The family lived on agriculture, and much of their food was produced by themselves.

“Our parents were engaged in farming and cotton cultivation, coffee and sugarcane. There was a proper machine to extract the sugarcane juice, the juice was thicked until it becomes sugar. They used to beat the coffee beans with a stick in order to knock them down, and, then, the coffee beans were collected and scattered over a wide area the size of a sports field to dry. “

They greatly miss the time they lived in Brazil, they miss the fruits and nature.

“On the bank of the river was fresh and the water was clean, there were no houses around, nothing built, with many trees with monkeys everywhere, even so, we had to wash clothes and kitchen utensils on the river. In the meantime, we were going to pick fruits because they were in our property. “

They attended Japanese schools in Brazil, and came to Japan when the eldest sister was 10. At first, the adaptation was difficult and they went through hard times.

“It took us a long time to adapt. I don’t know why we were the center of all eyes. We were children, but we could figure out what was happening. In the 1st and 2nd grade in Japan, the teacher introduced us in front of everyone saying our name and that we had come from Brazil, we had to reverence and we became the center of all eyes, we felt very ashamed.

We were the center of all eyes, we were seen like this by other children and by adults. Many said we had come from the United States. “

Although they do not remember how to speak Portuguese, the lovely old ladies made a point to leave a quick message.

Formerly, many Japanese left for Brazil in search of a better life, but there are very few documents that tell the story in fact. This time, personal accounts of experiences in this period will be recorded as historical documents. The culture and traditions of Mie were introduced to visitors who spend the day on the stand, and informative booklets related to multicultural activities were also distributed.

Besides having a lot of famous attractions in Japan,the culture and traditions of Mie Prefecture are very interesting. We asked the representative of the department of international tourism Mie about some of the interesting places to visit in the prefecture.

“The first spot is the “Ise Jingu”. Last year, it was finished the Shikinen Sengu, where they move to a new temple,it is a good opportunity to make wishes so they can be granted. They are Ise Jingu and “Mikimoto Shinju Jima”. When there are distinguished visitors, visit Ise Jingu, go along “Okage Yoko-cho” and get to know Mikimoto Shinju Jima are classic routes, besides being the main sights of Mie.

Coming from the north of the prefecture, you can find the “Jazz Dream Nagashima”, nearby there is the “Nabana no Sato”, where the flowers are gorgeous, beyond the Begonia Garden, they are places we recommend by the lush beauty.

There are other places too, as you can see, today I’m draped in ninja costume, in Iga there is the “Iga-ryu Ninja Hakubutsukan” lately there are many tourists from Southeast Asia as it is something that attracts foreign tourists. In the same city of Iga there is the Iga “Moku Moku Farm” it is a place that we also recommend visiting.

“Magose Touge” is located in the Kumano Kodo, which is right on the border between Kihoku-cho and Owase-shi. This year marks 10 years of Kumano Kodo record as a World Heritage Site, with anticipation to celebrate these 10 years, the emperor of Japan has been here and visited the region along with the governor of Mie Mr Suzuki. The emperor was very pleased with the beauty of the place. This is the place that we most recommend visiting.

There are many other places we’d like to recommend, such as the beautiful view “Ago-wan”.  In Mie Prefecture, seafood and products from the mountains are plentiful, so how about spending a quiet day, to take the burden of the day-to-day, taking advantage of the thermal waters, tasting a delicious dinner and having fun?”

After the opening ceremony, presentations, music and dancing enlivened the event. A nursing uniform fashion show conducted by students of elementary, middle and nursing also received the audience’s applause.

In the lounge, there were photo exhibitions on the nursing service as well as an area to experience the work of a nurse, a DVD presentation, how to use an AED (automated external defibrillator), and other areas to experience how is the body of a pregnant woman and an elderly person. The Governor of Mie, Suzuki Eikei, also toured the stands and participated in activities and explanatory.

“Mie Prefecture, if compared nationwide, has a small number of nurses, which causes a greater burden for those working in this area. I would like everyone to know that most of nurses still say that work is worthwhile. Those attending the event could ask questions to professionals, learn about the proper way to perform cardiac massage and even hold a baby doll whose crying was very real.

And it was also possible to do health exams for free. The participants could get lots of interesting information about the nursing profession.

The nursing profession is very wide. Besides it can qualify professionals in various medical fields, this profession has a high rate of employability.

“The service itself is to take care of patients, both in hospitalization and medical consultation, as well as to instruct people in healthy conditions to lead a more healthier life . ”

We asked about the conditions to become a professional in nursing here in Japan.

“People who are interested in this profession, after completing high school, will have to complete a course at a school or nursing college and then pass a public exam, otherwise they can not work as a nurse. ”

” There are courses in commercial or industrial area, but the ideal is to make the traditional course of high school , then join a vocational school for 3 years . Then there are more 4 years of nursing school, and, after completing this, you are entitled to receive the nursing certificate and will be able to choose between obstetrics and public health area and take the public exam.

”Attending to a vocational school, you will be able to become a nurse after taking the public exam, and then take another course in obstetrics or public health area. ”

For foreign residents is also possible to become a nurse professional here in Japan, but studies and dedication are required.

We asked Mr Suzuki Eikei if young foreign residents in Japan can also become a nurse.

Besides nursing , there are many other job opportunities in Japan. There were many attractions for those who attended the event in commemoration of the Citizen’s Day. In “food tasting” area , there were several dishes so that visitors could try out. Several booths offered activities and games for children who had a great fun during the day .

The Governor of Mie, Mr.Suzuki, told us about this commemorative event.

“Mie Prefecture was founded 138 years ago , on April 18, 1876 , and to commemorate this date every year at this time we held the ” Citizen’s Day . ” Today, there are 64 different booths including food , and in addition to the good weather, the day is enjoyable with the presence of many visitors to the region.

Today we opened the museum MieMu . It was a successful event with a queuing of over 1 hour. We want to make this museum a place where visitors from abroad, children, among many other come to visit it.”

On the same day to commemorate the Citizen’s Day , the Mie Prefecture General Museum was opened, the MieMu . A ceremony was held early in the morning to mark the official opening . The museum has a modern building, where the history , characteristics , culture and traditions of Mie Prefecture are shown through the exhibitions.

Mr. Ukawa from MieMu explained to us about the main exhibition halls of the museum , starting with the Mie – zou , a fully restored skeleton of a prehistoric elephant that is on display in the main hall of the museum .

“This prehistoric elephant is called Stegodon miensis , which is named Mie in its scientific name . It is the largest land mammal , with 7.6 m long and 4 m high to the shoulder blade . This exposed skeleton is from a specimen in adulthood .

This is the basic room, which shows the Mie identity . At first , in this room, visitors will get to know in many ways over the region of Mie . There are several photos of landscapes and objects that represent Mie Prefecture . Through the explanation of these items displayed, you can learn more about this prefecture.

In this space we create an atmosphere like we have assembled the prefecture here inside. Around the entire room there is the nature of Mie represented here. In the central part, within that nature, it is presented the history and culture of Mie’s growth.

This planned exhibition theme is “the beginning of MieMu”. This content is from the interesting selection of samples of materials that will show Mie prefecture to the visitors through exhibitions. Several curators are responsible for various areas and they will plan all content that  is certainly worth seeing. “

In order to ease the visit of foreign nationals, the Museum offers pamphlets in 5 languages inside the pavilions​​. You can also borrow a device so you can hear and read several explanatory of the items on display in these 5 languages​​.

It’s viewed as important to support non-Japanese residents in a number of ways but educational support has been shown to be especially effective. Local governments and groups who work with non-Japanese residents also have a variety of outlets to dispense important information.

The ‘Career Guide DVD’ by Mie Prefecture contains several examples of young, non-Japanese people who have achieved their ambitions. It has been used in many seminars and events for non-Japanese residents, and teachers have also used it to show their students and when advising young people. For example, one young Filipino thought that the only job waiting after graduation was to become an interpreter, but after watching the DVD realized that there were more chances waiting out there, and many, many more kinds of jobs available.

Scholarships are also important when talking about educational support. There are several education loans available to families in financial difficulties to help support students continuing their education. There are also many organizations who offer support in the form of scholarships to non-Japanese students studying in Japan.

This seminar also introduced examples of businesses linked to Brazil. From restaurants to supermarkets and food retailers, the lecturers gave many ideas of international business ideas. With both the World Cup and the Olympics due to be held in Brazil, there are new opportunities on the horizon.

Usually seminars introducing the ‘Career Guide DVD’ are given to students and their parents  or to school teachers, but this seminar was given to workers in businesses and local administration.
The non-Japanese community may have a vital part to play in Japanese society. Not just by increasing the population and working as laborers, but by helping to build a multicultural society in Japan.

A multicultural society is not one which just supports its foreign residents, but one which works together with them to create a better society. Living together with non-Japanese is the key to building a revitalized Japanese economy and nurturing workers who can help support Japan’s future. It will become more and more important for Japan to work with other countries and find new ways to build its society.

The second half of the seminar featured a lecture called ‘What we can do now’ by the television talent and American Daniel Kahl. The lecture introduced Kahl’s activities after the March 11^th 2011 earthquake and tsunami struck Tohoku.

Kahl was working in Tokyo when the earthquake hit and as soon as the shaking subsided took to the website Twitter to help disseminate information. First his tweets were in Japanese but after realizing that there were also foreign residents in Japan who needed information Kahl began sharing news articles, locations of evacuation shelters and other information in English. Upon doing this his follower count jumped almost immediately from 2,500 to 25,000 people.

Despite phone lines and systems for emails between phones going down following the earthquake, people with internet access were able to find Kahl’s information via Twitter.

Many non-Japanese living in Japan are limited by their Japanese level and so rely on overseas news sources for information. However, after the earthquake many of these news sources were either over exaggerating or misinforming readers of the dangers. The result was a sense of panic in the foreign community.

“During an emergency you have to be wary of misinformation. Being critical of the information in circulation will help you to take the right actions and stop you from panicking unnecessarily.”

Two years have passed since the March 11^th earthquake and tsunami and Tohoku is gradually recovering. Kahl’s lecture emphasized that what we can do to support Tohoku’s recovery now is to either visit the area as a tourist or to buy items produced there. Instead of a simple donation, buying goods from Tohoku increases the number of jobs available and improves the regional economy for the people living there, as well as improves the economy of Japan as a whole. You are working together with the people of Tohoku.

Kahl encouraged the audience to visit the region, “I really would like everyone to visit Tohoku; it has so many wonderful tourist spots and onsen for visitors to enjoy.”

Finally, there was a conversation on stage between Mie Prefecture’s Governor Eikei Suzuki and Kahl. The Governor introduced Mie’s efforts to build links with the Tohoku region and support its recovery through events and other activities. One of these initiatives is the sale of Tohoku’s specialty produce within Mie.

Mie Prefecture is home to many organizations with links to disaster management which are using the experiences of the Great East Japan Earthquake to build better support networks for local citizens in the event of an emergency.

Mie Prefecture itself has plans to implement a Multilingual Support Centre in the case of a large-scale disaster to support non-Japanese residents by providing information in a variety of languages on the internet.

The survivors of major disasters and their experiences have a lot to teach us about how we can improve our own preparations and response plans for the future.

Multiculturalism in Japan is defined as Japanese and foreign residents working and living together in harmony for mutual benefit. Tamura emphasized that it was important for Japan’s future that workplaces were built together with foreign workers and that there was a need for Japan to adapt to the problems and challenges that it faces in this new era.

Foreigners who live and work in Japan tackle many different issues in their day to day lives, of these the biggest difficulty for many is the language barrier. Japanese language education is still lacking when it comes to foreigners residing in Japan.

In addition, Japan itself is likely to face many problems caused by changes in its population and climate change. There is also expected to be a pension crisis caused by Japan’s aging population.

Tamura argued that without the resources of the foreign community, there is a possibility that Japan will go into decline.

He cited the example of fire services in different regions struggling to find new, young recruits. Without more cooperation between local services and foreign residents, women and older citizens, local communities will be left without the resources to protect themselves.

Countermeasures once deemed effective in the past are no longer adequate, new measures should be drawn up which combine the resources of both the Japanese and foreign resident community.

Already a variety of ideas have been put forward to deal with the major population changes Japan is experiencing and one of those is to focus on building a multicultural society.

Currently, Japan is home to some two million foreign residents. Many returned to their home countries after the 2008 Lehman Shock and the 2011 Great East Japan Earthquake but a large number have either stayed in Japan or returned to Japan after a period abroad.

The number of foreign residents obtaining permanent residency has also increased in recent years. In 2002, there were around 224,000 permanent residents in Japan but today there are more than 600,000. Foreign residents who have obtained permanent residency are now part of Japanese society and one benefit is that as this number increases so do levels of consumer spending throughout Japan.

In countries where multicultural societies are already established, foreign residents are active in many different fields and find acceptance in society.

Some have voiced fears that if the number of foreign workers in Japan increases then Japanese unemployment figures will rise as a result. However, the seminar cited research in Europe and the USA which has shown that workers coming from abroad do not take jobs from locals and in fact create new jobs regionally and contribute to an overall increase in wages.

Tamura also spoke during the lecture about addressing the differences in how Japanese and foreign workers are treated in the same workplace. His belief is that by solving the following issues facing workers of different cultural and ethnic backgrounds, all will be able to coexist in Japanese corporations and society:

Despite large numbers of foreign residents living in Japan, perceptions have not changed meaning the legislation system is still ill-prepared and society suffers from a lack of resources.

Tamura also emphasized that it’s not just the responsibility of businesses and individuals to bring about a multicultural society, but that of society as a whole.

Finally, Tamura offered the conclusion that multiculturalism is not simply being kind during daily interactions with foreign residents but Japanese and foreign residents working together to build a better society.
