Who is subject to this requirement

  • Anyone intending to operate a specified metal scrap purchasing business.
  • Those already operating the business as of June 1, 2026 must also file a notification.

How to file the start-of-business notification

  • File the notification for each business office with the police station that has jurisdiction over the location of that office.
  • If there are multiple business offices within the prefecture, the notifications may be filed together at one police station.

Filing deadline

  • By the day before the intended start date of business.
  • Those already operating the business as of June 1, 2026 must file by August 31, 2026.

Notice for those who file

  • Those who file a notification must display information such as their name or business name and notification number at each business office in a place that is easy for the public to see (see the reverse side).

Duties of operators of specified metal scrap purchasing businesses

  • Verify the identity of the seller and create identity verification records.
  • Create transaction records.
  • Report to a police officer if the specified metal scrap related to a purchase is suspected of being stolen property or similar.

What is specified metal scrap?

  • It is metal scrap composed of a specified metal (*1), where the specified metal accounts for at least half of the total weight or value (*2).
  • Examples: copper wire, copper plate and metal pipe.
  • *1 As of June 1, 2026, this refers only to copper.
  • *2 Offcuts generated during manufacturing processes and items classified as secondhand goods are excluded.
