The taxes you pay are essential for providing public services such as maintaining roads and parks, and operating schools and fire departments. If people fail to pay their taxes by the designated due date, public services may not be provided adequately, and fairness toward those who pay their taxes can no longer be maintained.

Mie Prefecture is thoroughly enforcing legally mandated collection procedures against people who fail to pay their taxes despite having money or other assets. November and December have been designated as the “Intensified Prefectural Tax Enforcement Months.” During these two months, all eight prefectural tax offices in Mie will carry out seizures of assets belonging to people who have not paid their taxes.

A wide range of assets may be seized, including “claims” such as wages, accounts receivable, bank deposits and savings, and life insurance policies, as well as automobiles and real estate.

When an automobile is seized, a “tire lock” may be installed to prevent it from being moved. Seized automobiles, real estate, and other assets are sold through online auctions, and the proceeds are applied toward delinquent taxes.

The authorities may also conduct a “search” to locate assets and seize them. Although November and December are the “Intensified Prefectural Tax Enforcement Months,” seizures are also carried out during other months.

If you have not yet paid your prefectural taxes, please pay them immediately.

Prefectural tax offices can provide assistance only in Japanese. If you have difficulty consulting with them in Japanese, please contact Mie Foreign Residents Consultation Support Center (MieCo“Mieko”).

Phone: 080-3300-8077 *Multilingual support available

Monday through Friday (excluding public holidays), 9:00 a.m. to 4:00 p.m.

(For reference)

〇 Main prefectural taxes: automobile tax, individual business tax, real estate acquisition tax, etc.

〇 Number of seizures carried out in fiscal 2025: 3,517

One hundred years ago, a boy left Fukuoka Prefecture, crossed the ocean, and traveled to Brazil.

A century later, his great-granddaughter, Marina Hashimoto, an international exchange coordinator for Mie Prefecture and a Japanese Brazilian, retraced her great-grandfather’s journey.

The port from which her great-grandfather left Japan as a boy.

And a single name preserved on an immigrant ship’s passenger list.

Piece by piece, the story of her great-grandfather emerges through records from 100 years ago.

What came into view was more than the history of one family.

It was the history built by Japanese immigrants who traveled from Japan to Brazil.

And the deep ties between Japan and Brazil that continue to this day.

Through the story of the Hashimoto family, discover the roots of Japanese Brazilians and the 100-year story of the ties that have connected Japan and Brazil.

According to the Japan Meteorological Agency forecast, there is a risk of heavy rain through around September 10.

A very large amount of rain may fall in a short period of time.

Heavy rain can cause river levels to rise, roads to flood, and landslides to occur.

Train services may be suspended, roads may become impassable, and vehicles may be unable to move.

Typhoons may also form in the coming days. Please remain alert to changes in the weather.

To ensure that you can evacuate safely if a disaster occurs, check the location of the evacuation shelter in your area now.

Also, make sure you are prepared to check the latest information about heavy rain, typhoons, and disaster preparedness on television, websites, and other sources.

If you sense danger, evacuate to a safe place as soon as possible.

In autumn, the sun sets earlier each day, increasing the risk of traffic accidents during the hours around dusk.

In addition, people have more opportunities to go out during the autumn travel and leisure season. To avoid traffic accidents, drive safely, allowing yourself plenty of time and staying calm while traveling.

1. Campaign period

For 10 days, from September 21 (Monday) to September 30 (Wednesday), 2026.

September 30 (Wednesday) will be the “Day to Aim for Zero Traffic Accident Fatalities.”

2. Main points of the campaign

(1) Pedestrians: Ensuring pedestrian safety and promoting the use of reflective materials

When going out at dusk or at night, protect yourself by using reflective items, LED lights, and bright, easily visible clothing such as white or yellow.

To protect your life, always follow traffic rules. If there is a pedestrian crossing nearby, use it when crossing the road.

Using a smartphone while walking is extremely dangerous because it makes it difficult to pay attention to your surroundings. When you need to use your phone, stop and check it in a safe place.

(2) Motor vehicles: Turning on headlights early at dusk and eliminating drunk driving and smartphone use while driving

Driving after consuming alcohol is strictly prohibited.Drunk driving is subject to severe penalties. Being arrested or causing an accident while driving under the influence of alcohol may also lead to serious consequences, such as losing your job or causing problems for your family.

Let us work together as a society to create an environment where drunk driving is prevented.

Using a smartphone while driving, commonly referred to in Japan as “nagara sumaho,” is extremely dangerous and can lead to serious traffic accidents. Never use a smartphone while driving.

Make sure you understand the differences between traffic rules in Japan and those in your home country, and always drive safely.

Turn on your vehicle’s headlights early. When there are no oncoming vehicles or vehicles ahead of you, use high beams to improve visibility and help prevent traffic accidents.

Be aware that pedal-equipped electric motorcycles (mopeds) require a driver’s license even when they are operated using only the pedals.

(3) Bicycles: Thoroughly understanding and following traffic rules for bicycles and specified small motorized vehicles

A bicycle can be used by anyone without a driver’s license, but it is legally considered a vehicle, so cyclists must follow traffic rules.

A traffic violation notification system, commonly known as the “blue ticket” system (aokippu), has been introduced for certain traffic violations committed by cyclists aged 16 and older.Be aware that actions such as using a smartphone while cycling, wearing earphones, or carrying another person on a bicycle may constitute traffic violations. Never ride in a way that puts yourself or others at risk.

Riding a bicycle under the influence of alcohol is also subject to severe penalties, just like drunk driving. Never ride a bicycle after drinking alcohol.

To protect your life, everyone who rides a bicycle should wear a helmet.

Turn on your bicycle light early and use reflective materials to make yourself more visible to other vehicles.

Electric kick scooters that meet the required standards are classified as “specified small motorized bicycles” (特定小型原動機付自転車) and do not require a driver’s license. However, users must comply with traffic rules, including requirements to install a license plate and obtain compulsory automobile liability insurance (自賠責保険).

Before using an electric kick scooter, make sure you understand the traffic rules and use it safely.

In 2025, 25 water-related accidents involving 25 people were recorded in Mie Prefecture. Of these, two accidents involved foreign nationals, resulting in two fatalities.

Rivers and the sea present various dangers. To prevent water-related accidents, please pay attention to the following points:

① Wear a life jacket

None of the individuals who died in water-related accidents were wearing a life jacket.

When playing in the water or fishing, both adults and children should always wear a life jacket that fits their body size.

② Children should not play in the water alone; adults must keep them under constant supervision.

It is dangerous to let children play in the water alone. They should always be accompanied by an adult when playing in the water.

Accidents at sea or in rivers can happen in a matter of seconds. The longer it takes to notice an accident and perform a rescue, the higher the risk of death. Therefore, do not go alone; always ensure you are accompanied by others.

Small children do not yet fully understand the dangers of water and may engage in risky behavior. Adults must keep them under constant observation and ensure their safety.

③ Properly assess the situation.

After periods of rain, rivers can experience increased water volume and stronger currents, making them dangerous.

At sea, even in sunny weather, high waves can occur due to the influence of typhoons and other weather phenomena.

Check the weather forecast; if bad weather or high waves are predicted, avoid going near rivers, beaches, or other waterside areas.

Your judgment may be impaired if you are sleep-deprived or not feeling well. Avoid water activities under these conditions.

④ Do not go near dangerous areas

In areas with large amounts of seaweed, there is a risk of slipping and being swept away by currents or waves.

Areas with strong currents or deep water are extremely dangerous.

Never enter areas marked as “Dangerous Area” or with similar warning signs.

Choose to swim in safe locations, such as beaches supervised by lifeguards or safety personnel.

The prefecture boasts scenic coastlines, rivers, and mountain ranges—including the Suzuka Mountains—attracting many visitors during the summer leisure season; however, this is also a time when water and mountain accidents frequently occur.

Please enjoy your leisure activities in the sea and mountains safely.

Water-Related Accidents in 2025

In Mie Prefecture, 25 water-related accidents involving 25 people were recorded.

Of these, 20 people died, representing 80% of the total.

During the summer leisure season (July and August), 11 accidents were recorded—accounting for 44% of the total—involving 11 people (also 44% of the total).

Water Accident Statistics for 2025

There were 25 water accidents involving 25 people within the prefecture.

Of these, 20 people (80%) lost their lives.

During the summer leisure season (July and August), there were 11 accidents (44%) involving 11 people (44%).

Characteristics of Water Accidents

<Occurrence Details>

Mie Prefecture faces the sea and attracts many leisure visitors from both within and outside the prefecture.

Accidents occurring while “fishing or catching fish” were the most common, involving 6 people (24%).

This was followed by “swimming,” “playing in the water,” and “passing by/walking,” with 3 people (12%) in each category.

<By Location>

Accidents occurred most frequently in the “sea.”

There were 18 accidents (72%) involving 18 people (72%) in the sea.

Of these, 13 people (72.2%) lost their lives.

<By Gender and Age Group>

・Males: 20 (80%)
・Females: 5 (20%).

By age, those in their “60s” accounted for the highest number at 6 people (24%), followed by those in their “80s” at 5 people (20%).

Mountain Accident Statistics for 2025

There were 80 mountain accidents involving 94 people within the prefecture.

There were 10 fatalities (10.6%), a figure that has doubled compared to 2024.

During the summer leisure season (July–August), there were 7 accidents (8.8%) involving 8 people (8.5%).

Mountain Accidents

<Circumstances of Occurrence>

Although the popular Suzuka Mountains include Mount Gozaisho—the highest peak in the range—its elevation is 1,212 meters; this is lower than the 2,000- to 3,000-meter peaks found in the Northern and Southern Alps.

Consequently, the most common type of incident was “getting lost” (37 people; 39.4%), often resulting from climbing in light gear without adequate preparation.

This was followed by “falls/slips” (25 people; 26.6%), such as slipping on fallen leaves.

<By mountain area>

The highest number of incidents occurred in the “Suzuka Mountains.”

Specifically, Mount Gozaisho saw 18 incidents (22.5%) involving 20 people (21.3%).

<By Gender and Age Group>

48 males (51.1%)

46 females (48.9%).

By age, the largest group was those in their “70s” (25 people; 26.6%),

followed by those in their “50s” and “60s,” with equal numbers in each group (20 people; 21.3%).

In recent years, there has been an upward trend in accidents involving “older adults.”

<Solo Hikers>

Of the 94 people involved in accidents, 33 (35.1%) were hiking alone.

Among the 11 fatalities or missing persons, 7 (63.6%) were solo hikers.

Purpose and Objectives of the Project

There are 71,492 foreign residents living in Mie Prefecture. This figure increased by 4,601 people, or 6.9%, compared with the previous year, setting a new record high for the fourth consecutive year since 2022, according to data from Mie Prefecture as of December 31, 2025.

In addition, foreign residents account for 4.14% of the prefecture’s total population, the fourth-highest proportion among all prefectures in Japan, according to data from the Ministry of Internal Affairs and Communications, Sōmushō / 総務省, as of January 1, 2025.

Looking at the number of foreign residents in Mie Prefecture by nationality and region, Vietnamese residents total 15,254 people, representing 21.3% of the foreign population.

In particular, a large proportion of the Vietnamese population consists of young people of child-rearing age. As a result, demand for medical interpretation has increased in fields commonly used by younger patients, including obstetrics and gynecology, pediatrics, and orthopedics.

Against this background, it is necessary to train people who can provide support regarding language barriers and differences in medical culture, thereby facilitating communication between foreign patients and healthcare institutions. This will allow foreign patients who do not have sufficient Japanese-language proficiency to receive medical care with peace of mind, while enabling healthcare institutions to provide consultations, treatment, and other services appropriately.

This training program aims to develop medical interpreters who have acquired knowledge of illnesses, injuries, and other conditions commonly seen among foreign residents in the prefecture, as well as interpreting techniques and professional ethics.

Eligibility

Applicants must meet all of the following conditions:

(1) Have advanced conversational proficiency in Vietnamese.

(2) Be able to attend all four sessions.

(3) Be able to work as a medical interpreter within Mie Prefecture.

Number of Participants Approximately 10 people

* Approximately the 10 applicants with the highest scores on the selection examination will be accepted.

During the summer months, the heat can lead to decreased concentration, and a high number of traffic accidents are expected.

In addition to obeying traffic rules, please also pay attention to your physical condition by getting enough rest and staying hydrated to prevent traffic accidents and avoid being involved in them.

Period

10 days from July 11th (Sat) to July 20th (Mon), 2026.

Focus of the Campaign

(1) Preventing traffic accidents involving children and the elderly

Elderly people should understand the impact of changes in physical function on driving and strive to drive according to the weather and their physical condition.

On school routes and residential roads, in addition to obeying traffic rules, let’s prevent traffic accidents by being aware that “people have priority on the road.”

Be careful of children suddenly running into the road.

When teaching children traffic rules, be sure to teach them what is dangerous and how.

(2) Eradicating Serious and Dangerous Driving Practices such as Drunk Driving and Using Smartphones While Driving

Drunk driving is absolutely prohibited.

Drunk driving carries severe penalties, and being caught for drunk driving or causing an accident could result in losing your job or family.

Let’s create an environment where drunk driving is discouraged throughout society.

Using a smartphone while driving (so-called “using a smartphone while driving”) is an extremely dangerous act that can lead to serious traffic accidents, so please stop doing it at all costs.

Please understand the differences in traffic rules between your home country and other countries, and strive for safe driving.

(3) Ensuring Pedestrian Priority at Crosswalks

If there are pedestrians near a crosswalk, slow down so you can stop immediately. When pedestrians are crossing the road, always stop and allow them to cross safely.

Pedestrians should always use crosswalks if there is one nearby.

Also, when crossing, stop once, check for safety to the left and right, and cross only after confirming it is safe.

Some drivers do not notice pedestrians.
Pedestrians should signal to drivers by slightly raising their hand before crossing, and only cross after the vehicle has stopped.

(4) Ensuring the correct use of seat belts and child safety seats

Seat belts and child safety seats protect your life and the lives of your loved ones.

When transporting children under 6 years old, ensure they are properly secured in a child safety seat to prevent traffic accidents.

Even for children 6 years and older, if they are unable to properly wear a seat belt due to their size or other circumstances (e.g., small size), use a child safety seat or booster seat.

(5) Ensuring understanding and compliance with traffic rules regarding bicycles, etc., and promoting helmet use

Bicycles are vehicles that anyone can easily ride without a driver’s license, but as a “vehicle,” they must abide by traffic rules.

From April 1st, a traffic violation notification system (the so-called “blue ticket”) has been introduced for certain traffic violations committed by bicycle users aged 16 and over.
Please be aware that using smartphones or earphones while cycling, and riding with a passenger are traffic violations, and you should absolutely refrain from driving in a way that endangers yourself or others.

Drunk cycling is also severely punished, just like driving a car, so please absolutely refrain from it.

To protect your life, everyone who uses a bicycle should wear a helmet.

Electric kick scooters that meet the standards are classified as “specific small motorized bicycles” and do not require a driver’s license, but traffic rules such as the requirement to attach a license plate and to subscribe to automobile liability insurance are stipulated.

Before using an electric kick scooter, please be sure to check the traffic rules and use it safely.

Even when using a pedal-assisted electric motorcycle (moped) without using the motor and only using pedals, it is considered driving a general motorized bicycle or car, and a driver’s license is required, so please be careful.

The bicycle is a practical and widely used means of transportation in everyday life, but when the rules are not respected, it can cause accidents. In recent years, the number of accidents involving bicycles has increased.

Therefore, starting April 1, 2026, the system called “Traffic Violation Notification System” (known as “blue fine” or 青切符) — which was already applied to cars and other vehicles — will also be applied to bicycles.

What is the “Traffic Violation Notification System” (青切符)?

It is a system created to simplify the procedure when a traffic violation occurs.

If the person who committed the violation pays the fine within the specified period, the case will be closed without the need for a trial in criminal court or family court. The document issued in this case is called a traffic violation notice, popularly known as a “blue ticket” (青切符).

Age from which it applies

16 years or older

Types of violations included

More than 110 types of violations are now applied to bicycles, including for example:

Running a red light

Not stopping at a stop sign

Using a smartphone or cell phone while cycling

Entering a railway crossing when the gate is closed

Among other violations

Amount of fines

Depending on the violation, the fine will be between 3,000yen and 12,000yen, similar amounts to those applied to mopeds.

Examples of traffic violations and fines:

Using a cell phone while cycling: 12,000 yen

Entering a railway crossing with a barrier: 7,000 yen

Running a red light: 6,000 yen

Cycling in a prohibited area (against traffic or improperly on the sidewalk): 6,000 yen

Failing to stop at a stop sign: 5,000 yen

Two people riding on the same bicycle: 3,000 yen

Information leaflet available (in Japanese).

To avoid accidents and dangerous situations, always respect traffic rules when cycling.
