Section 1 : Basic Perspectives behind the Guidelines

1 Current Affairs surrounding Foreign Residents in Japan

(1) The impact of globalization and the declining birthrate and aging population on Japan’s multicultural society.

(2) Foreign residents in Mie Prefecture.

 

2 The Vision for a Multicultural Community

Working together with residents from different cultural backgrounds as contributing members of society.

 Utilizing the potential of the vibrancy and creativity born from a socially cohesive society which includes individuals from different cultural backgrounds to respond to challenges facing the region.

 

3 The Formulation of and Period for the New Guidelines

(1) The promotion of internationalization and the formulation of the new guidelines.

(2) The main outcomes of the “Guidelines for Promoting Internationalization in
Mie” (first revised version) and remaining challenges.

(3) The period for the new guidelines.

Section 3 : Programs and Measures Towards Building a Multicultural Society

1 Utilizing the Power of Multiculturalism

  1. Creating opportunities for foreign residents to express their ideas to contribute to regional development.
  2. Training and development of future workers necessary for building a multicultural society.

 

2 Provision of Information and Learning Opportunities

2.1   Providing a wide range of information for foreign residents.

(1) Providing information in foreign languages.

(2) Publishing information about foreigners who are doing exceptional work in the region.

2.2   Offering opportunities to learn about cultural differences and diversity.

(1) Providing support for learning Japanese language and culture.

(2) Raising public awareness of multiculturalism.

(3) Spreading awareness of and holding training seminars on how to communicate in simple, considerate Japanese (for native Japanese residents).

(4) Promoting mutual understanding through international exchange.

2.3   Publishing information about tourist attractions of the region in foreign languages.

(1) Publishing information that includes cultural explanation.

(2) Publishing new discoveries of tourist attractions of the region.

 

3 Supporting the Welfare of Foreign Residents

(1) Support for foreign residents to access public and private services.

(2) Promoting education for foreign school-aged children.

 

4 Forming Key Partnerships with Governing Bodies and Organizations

Partnerships with the national government, municipal authorities in Mie, other prefectures, universities, enterprises and other organizations.

Expanding and strengthening cross-jurisdictionally, over a wide range of fields.
