Financial assistance for required costs to attend compulsory education 2021

For parents/ guardians of children attending elementary and junior high school (shogakko and chugakko)

In order to help the families going through hard financial situation to maintain their children attending compulsory education aschools (shogakko and chugakko), cities and municipalities offer an aid to cover the necessary costs.  It is necessary to make a request to receive it.  The financial assistance amount corresponds to the following items:

  1. Cost of school supplies (inlcuded school entrance material)
  2. Cost of school meals
  3. Cost of extracurricular activities
  4. Medical expenses
  5. Expenses related to school enrollment
  6. Cost of educational trips, among others

<Documents for request >

The form to request this financial assistance is available at schools of compulsory education (shogakko,chugakko) and at the Board of Education office where you live. Application deadline, as well as entrance location differ according to each city and municipality. Families who need to request this aid should consult in advance the school their children are attending or the local Board of Education.

The request should be made anually. For those families who need to continue receiving the aid, they should make the request again in 2021.

To be eligible to receive this financial assistance, it is necessary to meet the conditions determined by each city or municipality. The requirements and norms vary according to each city and municipality, therefore, contact the local Body of Education to have detailed information.

As a reference, we will mention the requirements and norms set by Tsu city.

Reference (Related to Tsu city)

For school years 2020 and 2021, in addition to live in Tsu city, the following items should be met:

  1. Have suspended or discontinued the Subsistence Aid (Seikatsu Hogo)
  2. Exempted from residential tax
  3. Receiving the Child Rearing Allowance (Jido Fuyu Teate)
  4. Going through hard financial situation to enroll the child on the compulsory education and have an income below the following determined amount.

  • Iron structure = welding, machining and thin metal sheets processing
  • Metal pieces production = welding and press working
  • Architectural sheet metal = sheet metal processing
  1. Certification:
  • JIS welding certification (SA-2F, SA-3F basic grade)
  • Certification of skill training course of gas welding registered by <Mie Labor Bureau Director Registration Teacher Institution (Mie Labor Bureau No. 17-4)>
  • Certification of safety and health special education in Arc Welding.
  • Safety and health special education certificate completion (free grinding, replacement etc.)
  • (Optional) Slinging skill training course certificate <Registration training institution of Mie Labor Bureau (Mie Labor Bureau No. 20-2)>

  2. Training period
    April 7, 2021 (Wednesday) – September 3, 2021 (Friday) – 6 months
    (Except Saturdays, Sundays, public holidays and days on which the prescribed training is not conducted)
    Training time: 8:30 ~ 15:40
  3. Cost
    Tuition is FREE
    At the time of the entrance procedure, work expenditure, protective equipment, disaster insurance etc. will cost 20,000 yen
    For those who will take the JIS welding license, the exam fee is approx. 26,000 yen
  4. Target Participants
    Those who are motivated to acquire skills and find employment in the metal forming department, who fall under any of the following:
    1 – A foreign nationals who have a status of residence with no restrictions on employment activities
    ※ However, they must have a daily conversation level in Japanese, and can read and write Hiragana
    2 – Those who do not have work experience or less experience
  5. Vocational training entrance screening
    Those who wish to join the training must participate in the entrance examination.

1 – Entrance Selection Date

First entry screening: February 15, 2021 (Monday)
Second entry screening: March 9, 2021 (Tuesday)
Third Entry screening: March 25, 2021 (Thursday)

(Please note that the second and third screening will not be implemented if the number of participants has already reached the capacity.)

2 – For those who wish to participate in the entrance examination, please consult the Public Employment Security Office (Hello Work). In addition, please contact the school by 5 pm the day before the entrance selection day.

3 – The entrance examination content is suitability test, hiragana test, individual interview.

4 – Please come to the Tsu technical school by 9 o’clock on the day of the opening date.

5 – On the examination day be sure to bring:

  • Writing material (black ballpoint pen, pencil, eraser)
  • Personal Seal (Shachihata model will not be accepted)
  • Residence card (only for foreign nationals)
  • Hello Work Card and one of the following:
    (1)For those receiving unemployment insurance, the KOYO HOKEN JUKYU SHIKAKUSHA-SHO
    (2) For those who graduated from a new high school, a survey form (for employment)
    (3)Employment consultation card if you graduated from a new junior high school,
    (4) For those other than mentioned above, bring identification card (car license, health insurance card, etc.)

    (1) The school decision notice and documents for admission procedure will be mailed to successful applicants. Please proceed according to the entrance procedure described in the documents.
    (3) We can not respond to inquiries about entry acceptance by phone etc.
