[2021-R03] Proficiency Level of Upper Secondary School Graduates

If a person who has not graduated from high school took the Proficiency Level of Upper Secondary School Graduates test and passes it, they will be eligible to take the entrance exams for university, junior college, and vocational school.

Also, test takers that pass this test are certified as having knowledge equivalent or higher to a high school graduate, and they may cite this result on resumes and when applying a qualification tests. Those who wish to register for the exam please refer to the information provided below.


Those who will be 16 years of age or older by March 31, 2022 can take this certification exam. However, the final academic record does not become a high school graduate.

  1. Distribution period of the test guidebook

First period: From April 5 (Monday) to May 10 (Monday), 2021

Second period: From July 20 (Tuesday) to September 14 (Tuesday), 2021

    1. Collect in person

    Please use the envelope attached to the test guidebook and mail it by registered mail to the Ministry of Education, Culture, Sports, Science and Technology.

First period: April 5 (Monday) to May 10 (Monday), 2021

Second period: July 20 (Tuesday) to September 14 (Tuesday), 2021

※Applications postmarked from 1st period May 10th (Monday) will be accepted; 2nd period until September 14th (Tuesday).

Second period: November 6 (Saturday) and November 7 (Sunday), 2021

*Regarding the public housing with vacancies that are not filled through the regular application, from the day after the lottery until the vacancies are filled, service will be provided on a first-come first- served basis until the first Wednesday of the month after the month to which the lottery is completed. The deadline for this supplementary registration is April 30.
